I assume you read the User Agreement first right? This is from the User Agreement:

"You grant Google a world wide, non-exclusive, royalty free licence to reproduce, adapt, modify, publish and distribute such content on Google, for the purpose of displaying, distributing and promoting Google services."

Aside from Gmail, some of Google's other services are even more far reaching...such as the agreement for Picasa for example:

"11.2 You agree that this licence includes a right for Google to make such Content available to other companies, organizations or individuals with whom Google has relationships for the provision of syndicated services, and to use such Content in connection with the provision of those services."

In other words, you are giving Google the right to allow other companies to also use your images for their own advertising and promotion. I am guessing that you are aware of this given your reluctance in the past to embrace Google services. It's best to be aware of this so that you only put on Google Services that which you are willing to give to Google.
